1) 1.45x + 1.20(100-x) = 1.30(100)
1.45x + 120 - 1.20x = 130
.25x + 120 = 130
.25x = 10
100(.25x) = 10(100)
25x = 1000
x = 40
40 gallons of the $1.45 gas and 60 gallons of the $1.20
gas

2) Let x = speed of boat and y = speed of current
x + y = speed of boat downstream and x - y = speed of boat
upstream
R * T = D
downstream: (x + y) * 2 = 64
2x + 2y = 64
x + y = 32

upstream: (x - y) * 4 = 64
4x - 4y = 64
x - y = 16

x + y = 32
x - y = 16
________
2x = 48
x = 24

24 + y = 32
y = 8

Rate of boat in still water is 24 miles per hour and rate of stream is 8 miles per hour.

Please at least try to do your own homework before begging some of us to do it for you. This doesn't teach you anything for us to do it. Now get off the computer and at least make an attempt.
