What can you say about a country that offers mediocrity to their people? Ex. People are in need of something, something that is of their best interest, for example, partying. In order to attain that demand/need, businesses create clubs that has low quality(mediocre) just so they could give what the people want, what they crave.

That's pretty mediocre and shallow of you, thinking that "partying" is something people need.
What about education? How about work? And what of a decent standard of living?
