Nobody can stop anyone from going to school unless warranted for any behavioural reasons. Even Juvenile schools do a great service to their inmates. In out country primary education is compulsory, child employment is prohibited and lot of efforts are taken to stop drop outs from school like providing noon meal etc.
At world level The United Nations Organisation provides lot of assistance to the underprivileged nations.
A profession that is in high demand today is that of a Qualified Teacher.
The problem of education lies at the individual's level and the best person who can promote education in a family is the head of the family and the woman of the family. If every parent want their wards to be educated, that will develop a knowledgeable and well informed society. At your personal level try to dissuade the people around you from stopping children from education. I will also do. Let everyone of us do as a service to humanity.
It will no more remain a dream, but a reality.

He who controls education, controls what you think and believe. Compulsory education=slavery. Plus, since governments have no money of their own, except that which they take from their citizens, compulsory education means that people are also forced to pay for that education= again, slavery. Unfortunately, we are very close to world government, and total mind control through "education", the media and economic servitude (taxes). Simple people look upon these things as "benefits", but they are really obligations. Notice that all communist countries enforce compulsory education. A truly educated citizenry can not be easily controlled/extorted....but take someones children for a few years, and drum your philosophy into their mind, and they will be docile slaves. :(

Govt.s all over the world are trying to achieve this. But education can not be imparted or given. One gets educated. What can only be done is to provide access to education facility.

Yes, but there is no world government, so education is funded country by country.
