If it's where you can use a high pressure washer that's the quickest way. There are also some chemical removers that will loosen it up a bit first if you have several layers to remove.

You could use lacquer thiner or degreaser. Also try a scraper. use hot water and use wired brush to srub it off or scrub pads. Depends how big of a area. tyr it
