Just simply say, "Well, I like it." Or if you want to be snarky say, "I wasn't aware I was dressing to impress you."

Friends are nicely honest. Best friends are brutaly honest. No friend insults you like you are making it sound. My friends would tell me to go change my outfit if it made me look fat or something like that. I admire them for that. If a 'friend' tells you that you look horrible and offers no advice, then they aren't a good friend. Pick up a friend like...er...Me! No but seriously. Get a friends like (I know it's babyish) Miranda S. off of Lizzie McGuire. A brutaly (I can't spell for my life) honest advice-offering friend. Good luck?

Do you like what she is wearing if not then you two just have different styles, don't worry about it. If so, ask why she doesn't like what you are wearing and why or tell her that she is being rude.

She's simply trying to put you down and make you lose your self-confidence. Obviously she has a problem. Next time she says that, say:
Are you trying to put me down, do you have a problem or something. I like what I'm wearing so go jump...
Always put the burden on her, like: What's your problem today? What's wrong with you today?
well, something to that effect. Believe me she'll stop

Maybe look in the mirror. If your friend is really right, then she's a good friend.
Or get a new friend.

look at yourself at the mirror first. ask opinion from other people besides your friend and you'll find the right clothes to wear.
