Are you referring to film-noir?
As far as I know, a few independent film directors in the Philippines have come up with their own adaptations/appropriations of the film noir genre. Sadly, since the indie film circuit has only been gaining steam in the last 2 years, I haven't seen many of them, except "Utang ni Tatang" by Jon Red.

Huh?! Intended as a slur to Pinoy color? A lot of people now to go to solar tanning salons to expose themselves to solar tanning beds just to have a taste of a sultry brown color like we have. Ours is not black, it's nice tan, it's reddish brown. And ours is natural. We don't have to spend to get it. We just run on our beautiful fine sand beaches and get that brown or tan color while enjoying ourselves.

Perchance you are just envious?
