Can guests level up? Because ive seen videos where Vossler is Level 23 and Larsa was Level 40somfin.

Nope they cant. Their level all depends on the level of your highest level character. They are usually two levels ahead of them. So if ur at a crappy level wen u meet the guests, so will they. If you level up ur characters while uve got a guest, the guest will 'steal' an equal portion in the exp, but it wont actually go towards anything. Bummer i know! But u can always kill your poor guest if you're tryna level up faster.
