it's actually a little of both, so work evenly on both and you will be happy with the results. Mechanics are also extremely important, so work on those too

It's mechanics and momentum.
"THE FAST BALL GRIP
Use the Fast Ball to develop all pitching mechanics. Different grips making different speeds and movements are learned after the Fast Ball is mastered. Grip - the fingers are close together with the fingertips across two seams, four seams or with the seams. The grip is in the center of the ball with the ball placed at least one index finger away from the palm of the hand ...Release - the wrist is perpendicular to the ground and the palm faces the target ...Result - maximum velocity and force on a pitch with reverse 12 o'clock to 6 o'clock spin."
THE SHOULDERS
Sign - parallel with the rubber...Pivot - after the pivot foot is in front of the rubber, the shoulders line up with catcher's mitt. The shoulders begin to pivot before the stride foot leaves the ground for the tuck... Tuck - the shoulder, hips and legs make a natural and comfortable movement as if "closing a gate." The shoulders remain lined up with the target....Thrust - the shoulder turn accelerates as the stride foot lands. The shoulders remain as close to level as possible... Release - the shoulders rotate around the head following a path low and hard toward the target... Follow-through - the throwing shoulder finishes low with the shoulder blade facing the target."
Pitching
How the pitcher moves.
Good pitching is very important to a baseball team. If the pitcher does a good job, the batting team cannot score any runs. But pitching is also very hard. Pitchers must know how to throw many types of pitches so they can fool batters and keep them from hitting the ball. Each team usually throws more than one hundred pitches in a game. Most pitchers get tired before the end of the game. Teams usually need to use more than one pitcher in a game. The first pitcher is called the starting pitcher; the other pitchers all together are called the "bullpen". The bullpen is also the name of the place where the other pitchers get ready ("warm up") before they play in the game.
Teams can change pitchers during a game. A team can use as many pitchers as it wants to, but it is rare to use more than eight in a game. The ways that a pitcher throws the ball are called pitches. Most pitchers use two or more different pitches. Pitchers change their pitches so that the batter cannot hit the ball. They can make the ball move differently: faster or slower, closer or further from the batter, higher or lower. this called the "break or off-speed" pitch known as a cureball or change-up.
there are many types of break/offspeed pitches, such as slurve, curve, slider, splitter, sinker, screw, 2-seam cut, 2-seam screw, knuckle, knuckle curve, change-up, circle change-up, plam ball and there are very many more.
When throwing the ball, the pitcher must touch the pitcher's rubber with his foot. The pitcher's rubber is on top of the mound. So the pitcher cannot take more than one step forward when he throws the ball. That makes the pitcher throw the ball more slowly. But a good major-league pitcher can throw the ball up to ninety miles per hour (145 km/h). Throwing a baseball that fast is bad for the body. Pitchers get a lot of injuries, so baseball teams always have many pitchers.

confident pitchers can exceed with out being overpowering. One call completely sums this up, Greg Maddux. He did no longer throw annoying, (early in his profession he had some decently speed) extremely late in his profession. however the guy is nicknamed MadDog for a reason. He can flat out pitch. "He became the 1st pitcher in substantial league history to win the Cy youthful Award for 4 consecutive years (1992-1995), a feat matched basically via Randy Johnson (1999-2002). in the time of those 4 consecutive seasons, Maddux had a seventy 5-29 checklist with a a million.ninety 8 era, on a similar time as allowing under one runner consistent with inning. Maddux is the only pitcher in MLB history to win a minimum of 15 video games for 17 straight away seasons.besides, he became offered a checklist eighteen Gold Gloves. a astounding administration pitcher, Maddux won extra video games in the process the Nineties than the different pitcher, and is 8th on the all time profession wins checklist, with 355." He had astounding administration and knew how the recreation became performed. He studied batters, their swings, and their inclinations. He stored notes on the adult men he confronted so he knew a thank you to stand them next time he observed them, no count number if this be interior the subsequent inning or next year! speed is huge to have yet administration and having the ability to think of the recreation of baseball is plenty extra important.

mechanics is the biggest helper and being in overall good shape helps but the truth is genetics is the biggest factor. basically everybody has the potential to throw at "x" speed if they work hard enough and have the best mechanics. not everybody will achieve that potential and some will but never throw all that hard. lots of major league pitchers have poor mechanics but they were lucky enough to have the right genes and can throw as hard as they can. don't get me wrong work hard and learn proper mechanics but at the end of the day you'll only be throwing as hard as your genes have predisposed.

My son and grandson were pitchers. They worked at pitching every day. Throwing and stretching. They lifted weights also. They had to use ice and heat on their arms alot. When they were sore, 20 mins. heat, 20 mins cold and 20 mins. nothing and they did it for a couple hours.
