I think it depends on how sure you want to be a nurse because a lot people end up changing their majors in college. There is a big discrepancy between UC Davis and CSU East Bay because UC Davis is a reputable UC school while East Bay is one of the less selective CSUs. Traditionally UCs are more research oriented so they tend to not offer majors that are considered vocational. I think UCLA is the only UC (maybe UCSD too now?) that offers a bachelor's degree in nursing and the program is brand new.

One thing to consider is that as an undergraduate, about one-third to half of your classes will be general education classes outside of nursing. You can always go to CSU East Bay to get a graduate degree in nursing, if that is still your objective. Going from a UC to CSU for graduate school is a lot easier than the other way around. Actually East Bay doesn't even offer a graduate program in nursing. Perhaps you should consider getting the best all-around education first at UC Davis. But definitely go see the campuses and make careful observations before you make your final decision.
