Engineer has many meanings. NASA funds lots of research projects at graduate schools across the country. There even are some projects funded at the undergraduate level. Every year aerospace companies, that supply everything used by NASA, hire summer interns. I would suspect that they are at least 19. Professional engineers are graduates with BS or higher degrees in a particular engineering discipline. Normally one does not obtain a BS degree until one is about 22. An MS degree takes a couple more years at least. and a PHD takes several more years. Many companies that build aerospace vehicles will pay for tuition and books while one works at an engineering related job. This may take longer to complete your education but you get work experience while you are getting your degrees.
