Yes,
In America their are laws about that. If the socks are 99.5% cotton and .5% spandex, then the label must say just that.

yes if the label says 100% cotton they are. especially when it comes to sport socks. dress sock are made out of a wide range of materials due to different designs and so forth

WHY NOT? IF IT SAYS 100% COTTON, IT MEANS 100% COTTON.
IF COTTON IS SO GOOD TO BE METERIAL FOR SOCKS LET IT BE 100% COTTON.
HAND MADE OR MACHINE MADE - USING 100% COTTON POSSIBLE.
