Taskbar problem forgot how to fix?

When move my cursor over the taskbar icons (by the clock) it will popup the date & time, but then move over other things and will only show the top tip of what the icon is for..did this before but have forgotten how to fix it....??

Go and right click on your taskbar.Then unlock your taskbar and lock it again.
