Please advise should I just ignore it or should I listen to it and kill my downstairs neighbor?

If someone had a really powerful computer that could intercept radio signals and then spy on you and then rebroadcast a edited version of a television or radio program based on your behaviour and then laugh at the silly things people do. Try unplugging the tv, and if the tv is still talking to u well I think you should tell your neighbor that someone will be coming after him in the future. But don't tell your neighbor it might be you. Or instead of telling your neighbor check yourself into the mental hospital and tell them your tv is telling you to kill.=)

Depends... Is your neighbor cute? then ignore the tv and talk to the neighbor.
Now if your neghbor is a dog... Ask the TV how to go about it without getting caught.
TV's have been known to lie.

Try talking back to it and swearing at your downstairs neighbour while watching it! Hold up a big cleaver and tell them how you're going to cut off their head!

Try the mute button. This happened to me once. The bad part was that it was in a language I didn't know, and there were no subtitles to translate.
