Yeah im 13 too. When i was 12 i asked my mom for pads. I told her that i need a little padding now because the other ones dont fit me anymore. she took it well and we just went shopping for them the next day. it's not as awkward as it seems.
You can get the padded bras almost anywhere. Nowhere fancy, just JcPenny, Mervyn's, or even target or walmart. Or you could get them at Victorias secret.
good luck! =]

I like the padded bras at the Gap personally. They have also been very nice and helpful. If you find that the size you think you need isn't working, they'll help you figure it out. Now, if you are still small (like 32A), you might go to some place like Dillard's where they have lots of brands to try and some may fit you better.
It is an uncomfortable conversation to have, but it is a natural progression in life. It's OK to grow up and change, but it is uncomfortable for you and probably even more for your mom! My advice is to just embrace that you're going through changes in life and that's OK. Everyone grows up and has to figure out a way to deal with that. This time it is about a bra, next time it may be for a date or going to college. You're going to have more of these moments, so learn to deal with them now. Avoiding the talk is going to set up a pattern of avoiding difficult conversations with you parents, which isn't a good idea. Set a pattern of having open communication with them now. Be honest. Just tell your mom that you are not happy with the bras you have and would like to try some new ones. You may need to express that you are not trying to loOK sexy, but want to fill out your shirts better and have your clothes fit better. And try to keep it a simple padded one this time. If you go for the hot pink lace one, she may freak and assume you're just trying to catch boys' attention. Again, just realize you're growing up and that's OK!! It's uncomfortable, but just realize it's normal to go buy a padded bra. I don't know one girl who doesn't have one. But if your mom says no for some reason, calmly ask for a reason, and if she persists, realize that's OK too. You'll have one soon enough and it's OK if it is a little while before you do. Taking a little extra time to grow up is ok. I know right now it seems like a huge deal, but in the grand scheme of things, it really isn't that big of a deal. You won't look back in 20 years and agonize over this :) Good luck!

Maidenform makes a slightly padded teen bra that would probably work well for you. I see them at Walmart, Target and JCPenney, in the girl's dept. They're cute, and not that expensive.:http://www.maidenform.com/catalog/thumbnail.jsp?parentCategoryId=1&categoryId=16&gcid=yahoo_reprise&WT.mc_id=yahoo_reprise_Maidenform+Teen+Bra&WT.srch=1
As for how to talk to your mom about it, I guess you're just going to have to do it. It might feel uncomfortable, but you'll have to do it sooner or later. Good luck.
