I know that the town is similar because the towns were very slow and dull until a major event caused fear in itself. What else are similar about the two books?

That's pretty much it...they're both very different types of works, one being fiction & the other a sort of documentary that reads as a story at times. Both very good though. The only other connection, though not very relevant, that I can think of is that the authors Lee and Capote were good friends; Lee dedicated her book to Capote and based one of the characters off of him.

The character of Dill is based on Truman Capote. He was Harper Lee's childhood friend. Capote wrote In Cold Blood.

One similarity is that the author of "To Kill A Mockingbird", Harper Lee is a major character in the real-life "non-fiction novel'. "In Cold Blood.
Harper Lee was one of Capote's lifelong best friends.
The character "Dill" in "To Kill a Mockingbird" was based on Capoe:

"Scout enjoys playing with her brother Jem and neighbor Dill Harris, a character based on Lee's lifelong friend, author Truman Capote."

And, of course, they both deal with murder.
