It probably does but that's because there is so much more crime, so many more calls ( most of them bogus bullsh-it but what can you do??)

Let's assume each neighborhood has 3 ambulances to cover them. There are only 2 shootings/robberies in the white neighborhood but 54 in the black neighborhood, tell me where you think the problem lies???

You first have to get through to 911, which is impossible in some neighborhoods, as the lines are always busy!!

Personally, I feel that it has more to do with the socio-economic make up of a neighborhood, rather than race.
