The reason could be a spin off of old beliefs. Certain metals disrupt etheric energy. (Silver being the most effective.) Etheric beings out to cause harm would be less likely to visit a place with silver close to intented victims, thus they would pass that home in search of easier victims. It was probably viewed as a safeguard and over time the meaning was lost as to why people are still using them. Also, in the past silverware was probably one of the only items many households had that they could use for this purpose. It wasnt so much for decoration but a belief in etheric beings and energy out to cause harm.

This may have nothing to do with what you're thinking of - but immediately sprang to mind.
About 15 years ago there was a spate of 'alternative' type people crafting mobiles/ wiondchimes from old silver-plated cutlery - mostly forks and spoons. These were and possibly still are sold at markets in Northern NSW, Sunshine Coast, Brunswick Street and so on. They would be hung trees or verandahs or similar places.

I've been studying Wicca for over 10 years and I've never heard of that. However, on a completely unrelated subject, I used to make "windchimes" out of old silverware, but they were purely for decoration. It was a popular craft several years back.

silver is a powerful magnet and it draws energy to the person and their surroundings the moon and the position of the moon effect the gravatation of the power. notice, there are specific times that the silverware is placed. it is the position of the moon that is important in the placing of the silverware
