If you haven't customized your profile too much I'd move all your data you want saved to a folder outside your profile. Delete your profile and recreate it.

Right hand click somewhere in the desktop to go to the same menu as you would to change your wallpaper.

Then in one of the tabs at the bottom there should be a "customise desktop" button.

Open this, then there will be a selection of check boxes to display the "My Computer" "My Documents" "Network" & "Recycle Bin".

Check the recycle bin box -> apply and it should be back on your desktop.

If your using Vista then there is a slightly different method.

Are you sure? Have you checked your desktop carefully? There is a setting to enable or disable "My Computer", "My Documents", etc. but theres no option for the "Recycle Bin".

Hi. You could use this method http://www.petri.co.il/delete_recycle_bin_icon_from_the_desktop_in_xp_2003.htm or find it in Windows Explorer and sent to desktop.
