Run spyware programs like spybot search and destroy it's free. Always update it and then run. its at http://www.safer-networking.org/en/spybotsd/index.html
You also need to have Adware removal programs SE Free edition is at www.lavasoft.com always update before running, and a free virus protect is AVG Free 7.5 edition found at free.grisoft.com
Virus invade and corrupt programs and os.
Spyware slows down your machine by adding unnessasarry things to programs and the installation process and now you can get them in cookies from websites
Adware is almost the same as spyware but it installs those oh so annoying pop ups and adds cookies that you don't need.
Run these 2 times a month is you use your pc a lot. Once a month if you use it occasionally.
Run all three if you have problems, like slow downs, auto reboots, error messages.

(1) If you have not already scanned your comp with spybot http://www.safer-networking.org/en/download/index.html do that now .Update it and then run it so it gets rid of all the spyware and trojans in safe mode http://www.bleepingcomputer.com/tutorials/tutorial61.html
(2) Do an online virus scan to check if you still have viruses on your computer. And let us know if the online virus scan still finds any virus or spyware .

"I Spy" sounds just like spyware.
If you don´t have any excellent free antispyware in your pc you can download an excellent program from Austria that will also protect you against rogue dialers.
http://www.emsisoft.com Download their free home for persaonl use A2Squared. After the installation you will receive the latest updates. After you will have to check daily for updates.

Well if your computer is running fast and if u don't have any toolbars or new programs or popups you should be fine download adaware se personel or xoft antispyware (i recommend xoft buy it you will have to pay 40.00 dollars but if you get the free one the removal is disabled!)
