Actually, the arrow only changes after the team awarded a possesion get's the ball in play. If they fail, the possession arrow doesn't change.

In college basketball, instead of doing a jump ball when the ball is tied up by 2 players, they just use the arrow to see who gets the ball. If the ball is tied up and one team gets it because of the arrow, the arrow changes so the other team will get it the next time.
