undo a coat hangar to a long rod and bend a lil hook on the end. work it into the toilet with rotating motion to go through the hole.. you will snag the rag if it hasnt gone down the main drain.

Try a coat hanger or something similar to hook the rag and pull it out. If you use a plunger, it might get forced into the pipes and snag on something, requiring a plumber.

You can also buy a "snake" (plumbers drain snake). Get one with a tip that looks a little like a cork screw. This type might just bite into the washrag and let you pull it free if it is further down your pipes.

You must hook it out, or push it all the way through! You can use a piece of stiff wire with a hook bent in it and fish. A plunger might get a corner back up if you plunge many times and try to suck up as opposed to plunginng down. Failing all that you can drain the toilet and tank of water and remove the toilet from the floor and reach up inside. Hopefully the wash rag is all that is in the toilet. good luck.
