No Moscow is not my pick. The center of Moscow is beautiful but yes I can see your point that miles of Soviet housing blocks aren't the prettiest thing. And the drivers are very aggressive here. At least they were in 1989.

Communism created many ugly cities with its monumentally bland architecture. Almaty (Alma-Ata when I was there in 1989) was really ugly, but the people were wonderful -- funny as Borat was it is not at all an accurate representataion of Kaakhstan. The most picturesque cities are the small ones that still have much of their pre-1917 architecture, Novgorod and Suzdal were two places we visited.

The Parthenon is very pretty (what's left of it thanks to the Turks using it as a munitions dump) but the rest of the city is a very dirty filthy pit with horrible traffic (the closer you get to the Mediterranean the more aggressive the drivers are) making in my mind Athens the world's ugliest city, all white buildings stained with pollution. That was in 1988 -- they may have cleaned it up for the Olympics.

If you've been to Russia, you'll know that Moscow isn't ugly.

Ugliest city is La Paz, straight up.

As a foreigner in another country, I was robbed at knife point in Kuala Lumpur, Malaysia. I would say, the ugliest is Kuala Lumpur.
