I don't think you tell him if you're not his superior. Managers get paid the big bucks to do uncomfortable things sometimes. Talk it over with your other coworkers and collectively let him/her know that this is distracting to all of you and you don't intend to continue working in this type of environment. He or she needs to tell this person they can't come to work without a minimal amount of hygiene.

Talk to the boss. Most big companies have Human Relations Officers which can approach the person and solve this problem.

I and others had the misfortune of sitting next to a lady and her daughter at our local internt cafe every saturday morning (9 computers in the cafe) and they just reeked of urine and lord knows what else. So bad I had to go home on several occassions, I felt so sick. A couple of us bought her deodaront and gave it to her saying OH I got this and don't like it now so would you like it". After 2 cans of deodarant and constant complaints in front of her saying "whats that awful smell?" she didnt take the hint, This went on for nearly 6months, so we complained to the cafe manager who was well aware of the problem but didnt have the heart to tell her or what to say to her. So myself and 2 others mentioned to her we would not be returning to the Internet Cafe if she could not speak to the lady concerned. So as we were paying customers she was obliged as Manager to speak to the lady and her daughter.. Problem solved, better still the manager spoke to us later and said her business had been going downhill because of lost customers due to complaints about these two ladies. (Yes the smell was that bad) All the chairs smelt and had to be disenfected.
Once again its managements problem, Good luck and hope the problem is dealt with with sensitivety because some people are dirty and dont care while others have no idea that they smell.

buy him a new set of underwear, towel and a bar of soap and leave it on his desk with a note (from "the entire office")

I don't know! I have this same problem right now. How is it 2007 and people still smell?
