Zapp by a long shot. Duffman schtick got old and Mayor West's jokes all seem the same to me. Here are a couple quality Zapp gems:

Mayor West. He almost NEVER fails to get a laugh out of me. All the others (except for J.D.--especially when he's combined with Turk or Cox) are very hit-and-miss.
