Depends what OS you have, and what you want to do.
With 1GB, I'd avoid MS Vista- it's bells & whistles place a MAJOR burden on memory. Stick with XP instead.

Are you editing video, or *Large* photos? If so, your hard drive will get a thrashing whatever you get. However, more memory equals a milder thrashing.

If in doubt, get the 1GB RAM and consider upgrading in a few years. By that time, Vista should be stable- and machines available that hold even more RAM.

I upgraded my PC to 2GB but I run very, very large applications (i.e. business applications with large databases with over 6 million records). For normal users I wouldn't bother. 1GB would be enough.

for home or personal computing, no you will not notice any difference.
