after i pass the mission yay ka boom boom in san fiero, i read in a guide that ceasears or jehrethro is supposed to call u and that wang cars should be unlocked and be able to be free to buy but i passed the mission and the only thing i see are mike toreno's missions which are the question mark so why isnt wang cars unlocked and why hasnt jehrthro called?

For this, you have to get at least all bronzes in the Driving School a couple of blocks south of your garage. it's quite difficult, (mainly the 'burn and lap' and 'city slicker' tests) but persevere and you will do it. Once you've got all bronzes, you can purchase Wang Cars, and there are four mission that you can complete to earn that asset

You have to pass the driving school missions when jethro calls and says there is a driving school nearby

In order for this to happen, you have to aquire your driving liscence.
