what qualifies one to be such?

Either you answered a lot of questions, or you asked a lot of questions. Then, you can have people who become your "fans" (I stopped that option - it's stupid) and create communities (or something like that).
I personally find that annoying as, each time the arrow of my mouse touches a name, I get info on that person, which I really don't care a bout, and it takes hours to get rid of it.

well just keep doing everything you can to get more points sand get to the level where they are.
....... And you will understand.
Look at their profile and look at the number of questions and answers they asked and contributed to.
Look at all the best answers they have and the level on which they are.
Then compare them to yours.
You will notice they have done a great deal and have earned all those single points.
...... And then you will see they deserve it cuz they put so much time into it.
