For combat simulators I'd go with any from the Ace Combat series.

Ace Combat series, although technically it's not a flight simulator, it's an action game. If it's a simulator, then you shouldn't be able to carry 30+ rockets when you fly. In terms of fighter planes and dog-fights, the Ace Combat series is the best for PS2.
