It does not cost anything to join Paypal. But they do charge fees on transaction. You can fund and withdraw money directly to your bank account. I have been using it for years and never had problems with it.

I have a Pay Pal account and I use it just like any other bank account, meaning that I can make deposits and withdrawls at will. I have a Debit card to the account and as soon as the funds have posted I can access them by either making purchases using my card or I can go to any bank and withdraw the funds (of course if I do this I have to pay a small fee to the ATM that I'm using with is usually only a dollar or two). I love Pay Pal and have had absolutely no problems with my account.
