Yes it does. In the winter, we have to blow out the lines and the filter/pump system or else it will freeze and crack the lines. The top 6 to 8 inches in a pool freezes solid. Ice in a pool is like ice in an ice cube tray. When it freezes, the ice raises upwards. If it were to expand outwards, it would crack the sides of the pool and totally ruin it.

Well, I have a pool in Pennsylvania, a 20 by 50 foot in-ground concrete pool. I winterize the pool but keep the water in the pool for the winter time. The water freezes, of course, but it expands and contracts with no adverse affects to the pool. I have owned the pool since the mid-fifties and I have had good luck winterizing the pool all of these years.
If I drained the water and let the pool sit during the winter season, it would come out of the ground due to hydrological pressure, during a good rain storm, of course, or groundwater pressure.
Good night and good luck.

Lol, did you really just ask this question? Let's go put a pool in the Antarctic and see what happens.
Edit: Um....you sure about that Mortician?
Edit #2: I like this line by Kate: "It cannot freeze if it doesn't have water in it." Wow! Stop the presses!

NO... the chlorine added to the water turns its freezing point to -400 degrees celcius. It should not freeze unless the sun burns out.

Yes, in winter or cold weather. Below 0 degrees Fahrenheit. No, if it is summer or hot/ warm weather. Above 30 degrees Fahrenheit. It cannot freeze if it doesn't have water in it.
