The concept of up and down are relative to the strongest source of acceleration (gravitational or due to velocity change) you are currently experiencing. If you are on a spaceship that is accelerating at 9.8m/s^2 you would feel a downward force equivalent to Earth's gravity. If you were not accelerating you would be weightless.

Your second question does not make sense. A light year is a measure of distance, not time. It is the equivalent of asking if how many amps in a metre.
If you travelled 200k light years, close to the speed of light, time on Earth would pass equivalent to 200k years, even though time dilation would make it seem much shorter for you. So the answer is no. Everyone you had ever know would be long dead 2000 centuries earlier.

No, up and down are because of gravity pulling you down so you think there is a down. In space there is no gravity or almost anything, near each other anyway, you wouldn't know left from right since all those stars around you, they all look the same, except the occasional sun or big one. you'll just float on and on forever lost to space and time. Though you wouldn't live long in space without proper equipment. And 200,000 light years away? Wouldn't even care or have the slightest thought anybody would go that far.

Up and down are directions associated with gravity. If you are not under the influence of a gravitational field you would have no concept of up and down.

By the way, "light years" are a measurement of distance - not of time. If you left Earth 200,000 light years ago you would have to be somewhere out in the universe that distance away.
