I believe the "series" date simply refers to the last time the bill's design was modified.

If we are still using the same printing plates first introduced in 2004, then we don't change the series date.

I think because that is when the bill mold was created. Should they decide to change the bills again, the new ones would have series XXXX on them. Ten dollar bills will say series 2004 until they change them again.
