IN the first place they are to different agencies. One is for guarding our nation by gathering information on things and people in the U.S., the other is for finding out information on foreign countries and their people.
Now they both could be working on the same thing, yet we do have a controlling agency over them now that over sees them both and could coordinate the operation.

Formerly, it would have been up to the DCI (head of the CIA). Now it would go the the Director of National Intelligence.

They both fall under Homeland Security now. DHS would make that call.
