tell them that you will watch your new pet closer than the last one and show them that you are responsible enough to handle it. show them how much you want one with out annoying them, then they might never let you get a new pet. Good luck.

If you had a cat before, maybe they are used to that.
I've had 2 cats go missing, and I didn't like that. Some cats just want to wander. I kind of researched the matter and decided that a female brown tabby (spayed, of course) would be most likely to stay home. (I try to keep my cats inside, but sometimes they get out.) I already had one brown tabby female, and she was a real homebody. So I got another one, and she seems to have the same tendency. She will go out if I let her (if I mess up) but she doesn't go far, and comes back in soon.
Dogs are more work than cats, but they have their compensations. I am more of a dog person actually. You need a well-fenced yard that it can't dig out of, and you need to house-break them, etc.

if you get another cat tell them you will keep it as an indoor cat this time. with any animal you want to get do all your research and find out what allergies the breed could have and any possible medical conditions that they are prone to. if you can prove to them that you know wnough about the animal they will probably be more receptive to letting you get it.

when i wanted my gerbils, i made a powerpoint presentation, with facts about them, and why i deserve them, and stuff like that. it worked like a charm :)
since you've already had a cat, then you already know how to take care of them, so use that in you defense, and offer to pay for half or all of it.
good luck!
