Maybe this will clarify what I think you are trying to ask.

Anything could technically become or be used as a weapon.
But if you are talking about knives. It is illegal to carry one that the blade is of a certain length, and or the blade locks in place over this requirement out in public.

So although the establishments are allowed to sell them - one is suppose to either view them in their collection displays or show them off in the privacy of their own homes.

Not exactly sure what you mean by weapons but for any weapon I am sure there are plenty of people or agencies who are allowed to possess them. Example- automatic rilfes and even probably genades ( at least of some types) may be possed by officers of the law. Illegal knives can be owned by the same as well as collectors and handicaped people in some cases. And governments can buy anything they please. If you manufacture a weapon for the purpose of selling it I am sure you can own it as long as you have the needed licenses and follow required regulations.

Depending on where you are, possessing a weapon is not illegal, it is a right that we can possess weapons. Unless you are at school or something like that then it is illegal because of so many people, but the right is that we have the right to bare arms.

Are you talking swords knives and bows etc.? Well it is legal to own them in several states just not to walk down the street with them. Several places have laws governing the size of blade you can carry.
