It seems like you already have a general plot. Your problem is: Ana won't ride anymore and Amanda is going to help her. Since it is a short story, you don't have a lot of time to mess around; you have to get to the point. Perhaps you could open with Amanda helping Ana learn to trust horses again, then when she has a break down or refuses, flash back and explain WHY. This can be fairly vague. You could even leave a lot to the reader's imagination. If you don't want to do a flashback, you could try not explaining her fear at all, and just pick up at the point where Amanda is helping Ana. Make sure to read your writing aloud to yourself and others to determine the flow and naturalness. Good luck!

That is the start of a plot. But we need to know why Ana doesnt trust horses anymore. Perhaps you begin with a scene where Ana goes into a barn and has a flashback about a really bad experience she had with a horse. Then we need to figure out what Amanda is going to do tho get her to trust horses again. Maybe a horse has a foal and Amanda takes Ana to watch it being born and Ana falls in love with the new foal. Or maybe a horse gets sick and Amanda asks her to sit with it overnight to help it. Or maybe one day Amanda hides an apple in Ana's pocket and the horse goes in her pocket for it and makes her laugh.
Try writing an outline for your story as well as character notes on the two characters. Why is Ana afraid? Why does Amanda want her to ride again? When you ask yourself all those questions and answer them- you will have a plot. C.

How about Amanda gets in some sort of emergent problem. This is on a farm? Amanda was able to get Ana on a horse riding double at least. Whiloe they are out, Amanda gets hurt and the only way to get help is for Ana to ride to the nearest neighbor.
Or maybe have both of them get hurt in some way and the horse saves them by pulling them to safety off the cliffy drop-off? Something like that.
You don't say how many pages/words this has to be but it is important to have a climax and then catharsis--the realease of all the tension. I'm sure you've noticed how stories and movies have a "happily ever after."

You have one sentence to hook the reader in a short story. Suppose you open with Amanda whispering to a horse, then Ana rides it and falls. Suppose Amanda loves Ana's boyfriend, who works in the stable, but has no guts to confess. Now suppose Amanda plans to use her gift to talk to horses to get rid of her friend... There are two possible interesting endings, she carries her plan to the end, and Ana is hemiplegic, approaching the boy even more. Or... the horse has also a gift to spot a killer, and kills Amanda instead. Dreadful? Weird? Different? I bet, liking it or not, the reader won't stop till the end.

Maybe Ana witnessed a loved one getting injured by falling off a horse or perhaps she could be traumatized when her favorite horse is sent to the glue factory.............
