Do something really wild so that you can come out on the news, and while you're being interviewed by a reporter you take the chance to blurt out on Camera that you want Chris Brown to go to your sweet sixteen...
You could also find a way to offer him a really large sum of money in order to have him come.
Or you can just forget him and book someone who is famous from your area (local celebrity), not necessarily all of the U.S, cuz that's pretty hard!

try to contact his management company. or try to get in touch with any concert promoters you may know. since chris brown isn't a huge star like usher you should have a good chance of booking him.
