Indian umpires are not so popular world wide and also they are not so good in umpiring so they not chosen

Yes, you are right, India havnt produced world class Umpires.
There is nothing like india cannot produce good umpires, till now bcci have not taken steps to extract good umpires. But, now BCCI is taking help from microsoft regarding the issue, they have called microsoft to develop a software, which would analyze the performance of the umpires in domestic cricket.
We will soon see Indian umpires at Big events.

I think there's a ranking of top umpire's in International cricket and the top ranked umpire's are picked to officiate World Cup matches. Therefore, no Indian umpire's were ranked high.

BECAUSE NO INDIAN UMPIRES ARE IN THE INTERNATIONAL PANEL.DURING THE PREVIOUS WORLD CUP VENKATARAGAVAN IS THE ONLY INDIAN UMPIRE.
