He is a new character. I guess he is one of the experiments of Orochimaru, he seems to be specialized in the control of Water. Maybe Sasuke and him, will form a team to defeat Itachi.

I believe Mizugetsu will be Uchiha Madara, the guy the Kyuubi referred to when he encountered Sasuke. The fox said Madara's chakra was even more sinister than his own, so maybe Sasuke wants to use Madara to his advantage when he faces off with Itachi.
