Above the two rear wheels follow the emergency brake cables till they loop over the uni-body frame. Directly under the left side passenger on the bottom of the car you will find a Y shaped yoke in the center you will notice only one brake cable going th the front of the car. Inside of the yoke there is an adjustment screw. Spray the damn thing to death with BLASTER spray solvent. It's available in any hardware or automotive store. There's a square shank at the end of the threaded rod that connects to the main cable. The location is 3-4 inches toward the front of the yoke. You must grip the square shank with vice grips with your left hand. Use an appropriate 3/8 deep well socket and ratchet wrench to tighten clockwise the nut inside the yoke at least two turns. Try your EM brake. If you need to tighten more give it another turn inside of the yoke. Good Luck.
