That will depend what is the material the boots are made of. Leather with clear shoe polish, suede with special wire brush, or the special lump of I don't know what ( shoe shops sell them ) which you use to rub on dirty spots or areas. The best thing to do would be to ask the shop where they came from.

don't try to clean them yourself!
you can wear them as they are..because they are vintage....
or if you really want to have them cleaned...bring them to a top notch shoemaker...
if you are in manhattan try " top service " they are excellent..
cleaning sometimes changes the suede a bit...color changes and it feels stiffer...be careful.
