Of course, if you start traveling around he earth, at exactly 5 o'clock and your speed due west is exactly synchronized with the moving of the sun, you will always be at 5 o'clock.
Or that 'somewhere' maybe in your bedroom with a dead clock hanging and showing exactly 5 o'clock

We divide our globe into 24 time zones. Each one is an hour apart.

Thus, it is only 5:00 somewhere when it is xx:00 somewhere else. If it's 12:30 here, it's safe to say it's 5:30 somewhere... though not exactly 5:00.

I don't think it really matters since quittin' time/happy hour is still going on at 5:30 ;)

Only if you go by pure astronomical time. Otherwise it's only five o'clock somewhere once an hour.

It can be always 5'o clock only in the AirPlanes depending on the speed the time can be maintained as alwyas 5'o Clock

actually the way the world institutes time, is dimensionally incorrect, its never the exact time when you look at your clock, because your clock displays time in the past tense, therfore unless you can stop the earth from spining at exactly the split seconds before your clock clicks to 0500 or 1700 hrs.
