You don't; you simply contract with a different kind of middleman. There is no such thing as a "manufacturer of ladies' suits" anymore. Cutting and sewing are done by different companies, often in different countries. This is why it makes sense to engage the middleman; they know whom to hire for which stage of the production process.

know the manufacturers' name? then look for them in the internet and you will find out their contact details .But maybe some one do not have an english website or even they have it is still not a easy thing to find them out .You can show these names to some friend right here in China and maybe they can find these out for you. By the way i will be a employee of a lady suit manufacturer .But they deal with well designed wedding gowns. If you need i can show you their phone no,

If you go to http://www.import-export-guide.com you'll find lots of Chinese manufacturers and exporters eager to do business.
Either search through the trade leads, products and companies or post your requirements - you're bound to get a great response.
You need to be careful though, there are loads of tricksters on the Internet. Check out each company properly before you even think of exchanging money and it's always a good thing to try a small sample first - test the procedures and quality of the goods!

Your going to need a buisness licence first, that you can apply for at city hall. When buying wholesale you need to contact them directly. Since your not sure, google their company name and look through the site to find thier contact info (usually at the bottom of the page). Unless you speak chinese I sugest you e-mail them instead of calling.
