The Uniform Code of Military Justice prevents military members from signing petitions. I know of no other federal law forbidding certain citizens from signing petitions. State, local and organizational statutes may preclude certain persons from petition signing. Example: a petition to put an item on the ballot will require signatures of registered voters; a petition to become the president of a certain club/organization will require membership in that club; a petition the put a stop sign up at a certain corner will require local residency. So, it depends upon what the petition concern as to whom may sign.

I've heard that some public officials cannot sign petitions but I don't know if that is true.

A convicted felon may not sign a petition. You must also be a registered voter.
