Definitely. I recently had several cats with an upper respiratory infection (a cold). They were always getting stuffy noses and boogers. I would get a kleenex and remove the booger from their nose so that they could breathe easier.
Before this I had a kitten that kept getting boogers and couldn't breathe. I ended up naming him Booger. Couldn't think of a better name.

Horses snort forcefully to remove any obstructions they have in their noses. They have to. Ever try to pick your nose with a hoof?

I've seen my dog have a sneezing fit and sneeze out snot (sorry...I know this is disgusting). If they can have snot, then I guess they can have boogers!
