If you're asking about this because you've seen or know of some one abusing an animal then you need to call animal control or the humane society on them. This is the best way to stop a person from abusing the animal. Having a video or photos of the abuse is the best proof against some one abusing when they are turned in.

It's something that's really hard to stop. But if they start with animals chances are they will progress to children etc. I'd would love to be put into a room with someone that abuses an animal because I tell ya that there would only be one of us walking out and it would be ME

well iam not sire if you can do something about it in depend if you do know who does abuse their pets or even other pets that is really beingin abused by some body or some thing then you can call the animals shelter or even the dogs and cats pound serivce have them to take care of it . if not any of youre own pets then i dont think many people will do something about the problem .

Put them in Prison for 5 Years then make them volunteer at a shelter for another 5 years you are right to be upset by this

Yes, report them!!! and get the animals away from them fast.
people who abuse animals , if not now, later can or do often also abuse people. Having a record of reported abuses can be helpful.

if your in the UK ring the R.S.P.C.A (royal society for the prevention of cruelty to animals) if your in a former dependent of the UK and maybe even the US there should be an equivalent organization

you really can't tell people what to do, and there is no one way to stop them.
you just need to be against it, and do whatever YOU can to stop it.
but im with you 100%, animal abuse is one of the worst things to ever happen, and is at the tippy top of my pet peeve list!!!!!!!!!
