During the Winter season the evening games are under darkness, despite flood lights and other matches have a probability of falling into snow and fog, the colours of the ball are bright and are designed to be visual within these conditions.
It also makes extra cash off balls sales. ;-)

That yellow ball is called a high visibility ball. They use it when conditions aren't so well during the winter months, or when there is fog, and they also often use them during night mtaches under the flood lights. I only know that Nike makes one, and the only leagues I have seen using that ball are the Premiershit and la Liga because they are the two leagues I know of that use Nike footballs. But it really just depends on the conditions of the game which ball they use.

Yellow in winter so that players can see even if it is snowing..
White if it is summer...
I still believe adidas should sponsor the EPL as the ball provider, they produce the best balls with least absorping materials...

This is a sponsorship and the very same reason teams come up with new jerseys eg. Arsenal's colour is different to the last season's one.

well it usually changes when a new color comes out, the ball changes sometimes because they want the ball to stand out and can be easily seen from a distance. they try to get the ball that stands out the easiest
