you can't just make em grow. one other person suggested gaining weight...chances are it wouldn't even out the way you'd like it to.

Gain about fifty pounds +, or get pregnant.
Or fake it and stuff, or wear a push up bra.
Or plastic surgery, breast implants.

To certain extent rubbing and massaging breasts will help.
