Because they are foolish enough to believe that teenagers will abstain from sex when told to.

That is a good question. Everyone- ok not everyone has sex with more than one person but it does happen a bunch- even among the most holy of them. It is all about public safety and the churches are completley wrong in this area.

They are attempting to force their rules into the lives where they are not wanted. It doesn't work.
According to a study released March 9, 2004 at the National STD Prevention Conference, 88% of 12,000 teenagers who had pledged to remain abstinent until marriage reported having had sexual intercourse before they married. "Pledgers" also had STD infection rates comparable to their peers who did not take virginity pledges. Although they delayed intercourse for up to 18 months, when they became sexually active, teenagers who had signed pledges were less likely to use condoms and less likely to seek medical help for STD infections than their peers.

Some people believe condoms proliferate the idea that sex is okay as long as its safe. Since such churches may believe and partake in abstinence, they may feel that condoms promote sexual activity before marriage.
