A threat is a threat, period.
You need to take action. If you don't, you are allowing someone to walk scott free and possibly threaten or hurt someone, or yourself.
Regardless of this person is related, it is a threat. If someone else is involved, they should be on yourside in this mess. You are not the one causing the trouble, the person who sent the hate letter is, and they need help.
Pretending it never happened just so no trouble comes out of it is akin to sticking your head in the sand and hoping it all will pass. Hate is hate, it won't go away; it won't change; however it will escalate if nothing is done.
Imagine this: if someone came up to you and said that they were being abused by a family member, but had a parent that was really stressed out and didn't need anymore "trouble"....would you tell them to just forget about it? or would you tell them that they needed to say something and to get some help...?
Well, just in case nobody is around to tell you that, I am.
Tell someone, get some help. It will only get worse and I don't want to see you have to go through it to keep the relative/abuser and that "someone else" comfortable.
You deserve better.

Talk to the writer. Be relaxed. You have all the power now. (The writer is impressed with blackmail.) Be kind with your power.
Drop the issue, go shopping with them, buy them a hamburger, you know what they like. Give them the power to be nice again.
Warning: being nice to someone who hates you sometimes makes them hate you more ... but you want to try don't you?
If this works, give them the letter back.

Turn them in! How do you know they won't follow through with the threat? Better to be safe than sorry.

if you believe this is a legitimate threat, then report it immediately, you must protect yourself first, then think about consequences to others. Do not ignore this letter, Better safe than DEAD!

Pick your battles. What bad things may happen to you if you tell? Is it worth getting the person in trouble?
Best not to tell unless it doesn't stop and it increases.

why did you post in law and ethics? sometimes participating in something negative at all lets the other person win. ignore it. they will tire of trying to get a reaction out of you if you dont give one, and they will go away.
